The assertions above comprise the manifesto for Agile software development. It is through this development process that one moves beyond the Waterfall approach. Instead of gathering requirements upfront and then crossing fingers in hopes that the requirements will yield valuable software, requirements are gathered continuously throughout the development process and refined continuously as well.
